Cement is entering a
carbon-priced market.

Clinker is one of the most carbon-intensive products in international trade, and one of the first covered by the EU's carbon border mechanism. EcoSetu calculates defensible embedded emissions for cement producers and prepares the evidence an accredited verifier expects.

§ 01 · Why cement

The emissions are chemical, not just thermal.

Most industries can cut emissions by changing fuel. Cement cannot, because the majority of its CO₂ is released by the limestone itself.

Calcination converts calcium carbonate into calcium oxide and releases carbon dioxide as a direct product of the reaction. That CO₂ is not a combustion by-product to be optimised away; it is stoichiometric. Add the fuel required to hold a kiln above 1,400 °C and the electricity required to grind the output, and clinker carries an embedded emissions intensity that a border carbon mechanism cannot ignore.

This is why the calculation matters commercially. A producer cannot argue the number down. It can only be measured properly, or estimated punitively on the producer’s behalf.

§ 02 · The process

Process CO₂

Released by calcination of carbonates in the raw meal. Calculated from raw material composition and clinker output, not from fuel.

Fuel CO₂

Combustion emissions from kiln and calciner firing, including alternative fuels, where the biomass fraction must be separately evidenced.

Indirect CO₂

Electricity consumed in grinding and process drives. In scope for cement, and dependent on the emission factor applicable to the supply.

§ 03 · Scope

Which goods are covered.

Coverage is defined by customs classification, not by how a producer describes its own product. The first task on any engagement is establishing exactly which lines fall inside the mechanism.

§ 04 · The cost of silence

A default value is a penalty with a formula.

When a producer supplies no verified installation data, the importer is not excused from the obligation. They apply a default value instead. Defaults are set deliberately above typical plant performance and carry an escalating mark-up.

The difference between that default and a defensible plant figure is not an environmental outcome. It is a price the producer pays for not having measured.

Default values are set deliberately above typical plant-level performance, and carry an escalating mark-up. The gap between the default and a defensible plant figure is the commercial value of measuring properly. Plant figure shown is illustrative.

§ 05 · Timing

The obligation is phased, not distant.

Definitive regime begins

The reporting-only transitional period ends. Embedded-emissions obligations become financial, phased in from a small starting share of emissions.

1 Feb 2027

Certificate sales open

Authorised declarants can begin purchasing CBAM certificates, priced against 2026 EU ETS allowance averages.

30 Sep 2027

First annual declaration

The first CBAM declaration and certificate surrender, covering 2026 imports, falls due.

Phase-in continues

The share of embedded emissions requiring certificates rises from a low single-digit start toward full coverage by 2034.

Each stage produces a document a client owns and can hand to a buyer, a verifier or an auditor. Nothing is delivered as a verbal conclusion.

§ 07 · Inputs

What a plant needs to have recorded.

Almost every plant already holds most of this. The work is rarely collecting new instrumentation. It is reconciling records that were kept for production control into a form that satisfies a carbon boundary.

  • Clinker production, by kiln line, by period
  • Cement production and clinker-to-cement ratio
  • Fuel consumption by type, with calorific values
  • Raw meal composition and carbonate content
  • Electricity consumption and supply source
  • Alternative fuels and biomass fractions
  • Cement kiln dust and bypass dust quantities
  • Metering, weighbridge and laboratory records

§ 08 · Corrections

Four assumptions that cost money.

“We do not export to Europe, so CBAM does not apply to us.”

CBAM applies to the importer, but the emissions data must come from the producer. If your buyer cannot obtain a plant figure from you, they use a default, and price it back into what they will pay you.

“Our national environmental report already has our emissions.”

A corporate or national inventory figure is not a specific embedded emissions figure. The boundary, the functional unit and the factor rules are different, and a verifier will not accept a substitution.

“We will deal with it when the certificates actually cost something.”

The first annual declaration covers imports from the start of the definitive regime. The data has to already exist, at installation level, for a period that will have passed before anybody surrenders a certificate.

“Our consultant will calculate it for us at the deadline.”

Embedded emissions are calculated from operating data: fuel consumption, clinker output, electricity, raw material composition. If the plant was not recording it at the time, no consultant can reconstruct it afterwards.

Statement of independence

EcoSetu prepares embedded-emissions data, documentation and verification-readiness materials. It is not an accredited verification body and does not verify its own work. Verification is performed by an independent third party accredited to the applicable standards, with whom we coordinate on the client’s behalf.

Bring us five data points.
